Dragon Capital and Amber Infrastructure Release Strategic White Paper on Ukraine’s Infrastructure Recovery
Dragon Capital and Amber Infrastructure have jointly released a White Paper titled “Ukraine Reconstruction”, providing global investors with a forward-looking view of Ukraine’s reconstruction landscape, macroeconomic resilience, and the evolving opportunities across core infrastructure sectors.
The two firms have combined their respective strengths — Amber’s international infrastructure investment experience and Dragon Capital’s deep local market knowledge — to offer a strategic perspective on how Ukraine’s reconstruction can become a platform for long-term, private sector–driven transformation.
The paper outlines how Ukraine is transitioning from immediate recovery to long-term economic modernization, highlighting critical investment themes in energy, transport, logistics, and digital connectivity. It positions Ukraine as an emerging infrastructure hub in Europe, underpinned by EU convergence, growing private sector leadership, and substantial international support.

The White Paper presents current macroeconomic trends, regulatory developments, and financing models — including public-private partnerships and mechanisms to attract private capital. It also includes case studies such as the M10 Lviv Industrial Park, developed by Dragon Capital in partnership with the EBRD and backed by MIGA war-risk insurance.
